Since the reform and opening-up, the introduction of high-level talents for higher education institutions has received remarkable results. The higher education institutions have introduced a large number of high-level talents who master key technology, lead discipline development and have initiative capacity, which strongly promotes the construction and development of institutions. The state and provinces have issued a series of policy measures continuously to improve the efficiency of talents introduction for many years. The higher education institutions are also exploring and perfecting policy of talents introduction on and on. However, with the severe international and domestic talents competition, the requirements for talents introduction especially for high-level talents introduction are becoming higher and higher. Therefore, it is important to sort the system of policy of talents introduction, and to find out and solve all kinds of problems existed in policy.On the basis of analyzing the background of implementing high-level talents introduction policy and its necessity and urgency, this paper summed up the evolution of high-level talents policies since the reform and opening up. Taking Northeastern University as an example, it analyzed the composition, characteristics, problems and causes of current talents introduction policy of higher education institutions. On the basis of drawing lessons from the related theories and principles of human resource allocation, it proposed several counter measures as follo wings:to confine different levels of high-level talents introduction scientifically and adjust the basic conditions for high-level talents so as to perfect the standard of talents introduction; to complete index system for selecting talents, enlarge external audit and develop international resources vigorously so as to enrich measures for selecting high-level talents; to perfect the material and mental incentive mechanism, perfect the security mechanism for high-level talents, coordinate and deal with the relationship between "talents introduction" and "internal talents" and construct the academic environments with initiative vigor so as to adjust and perfect the incentive policy of high-level talents introduction; to build assessment mechanism in the way of following tracks of talents, build differentiated evaluation manner during the adaption and internship period, perfect mechanism for the survival of the fittest and sound open talents flow mechanism so as to strengthen the tracking assessment and evaluation for talents introduction. At the same time, on the basis of policy suggestions, combine with the needs of practice, it proposed that it is necessary to promote the construction of information service system for high-level talents introduction, improve the level of which the management department serves for high-level talents introduction and build alarm mechanism for high-level talents introduction so as to enhance the efficiency of high-level talents introduction for higher education institutions.
