The sixth plenary session of the party’s seventeenth put forward "theconstruction of socialist culture power" strategic objectives in the new period, theeighteenth report once again pushed cultural development into the new direction andheight.The socialist core value system is the soul of a country, is the essence of theadvanced culture, guide and determine the direction for the development of socialismwith Chinese characteristics.The construction of socialist culture power, improvingcultural soft power is an important content of the socialist core value system isincorporated in the whole process of national education.University is the production,innovation, main position and main channel for spreading advanced culture, thecause of socialism with an important responsibility of the pillar of the cultivatingtalents and the cultural inheritance innovation important mission，Relying on thecarrier of the university cultural construction is conducive to the popularization andpopularization of the socialist core value system is helpful for theoretical innovationand practical transformation, is advantageous to the consolidation and lead theteachers and students of diversified values, will be conducive to the healthydevelopment of the university cultural construction.In this paper, we study the process of reference to domestic and internationalresearch experience, through the investigation, study and communication.First, thispaper expounds the socialist core value system and university culture connotation,characteristic and function,demonstrates the socialist core value system and thesocialist core values of the dialectical relationship between,the Marxism humanthought, the strategic target of cultural power in the new period, and the essence ofuniversity culture as can expand the theory basis of this topic research,countermeasures for the theoretical construction of lay a solid theoreticalfoundation.Second, put forward the fits,in content, nationality is a common intrinsic properties, both times is common intrinsic characteristics, nurtures the human natureis common intrinsic quality, on the function, both has the function of leading,condensation and inheritance in the realization of carrier, which is a commontradition and the modern medium.Finally, put forward some countermeasures fromthe aspects of theory,try to build value leading and psychological identity, theory,emotional motivation theory system,leading university human value recognition,reshape neuroscience at the university, teachers and students further sublimation ofspiritual home, and stick to it from four aspects of the system of socialist core valuesto guide the theory development of university culture.
