Abstract/Summary:
The sixties and seventies of the last century, social corruption, unusually severe in Hong Kong, the rampant epidemic "tea money","money laundering","ghost", and other patterns of corruption. Since1974, after the establishment of the ICAC in Hong Kong, namely the rapid transition of Hong Kong society from corruption to clean, and more than30years has been maintaining high cleanliness, now that Hong Kong is already the cleanest city in the world, with "clean" reputation."Hong Kong excels in ICAC ", this copy is now Hong Kong’s business card, illustrates the importance of the independent Commission against corruption of Hong Kong.’The social capital theory "has been widely used in sociology, political science, management and Economics in the study of emerging theories, research and perspective on social phenomena for us to provide a fresh perspective. This from social capital perspective research ICAC anti-corruption, and to its as research analysis tool, analysis has "social trust, and social network and social specification","social capital" forms in ICAC "three tube align Xia" anti-corruption policy in the of using, think "foster general trust of social environment, and building universal anti-corruption of social network and uses perfect efficient of social specification" is ICAC using "social capital" for anti-corruption of main policy.Specifically, this article has five chapters, each chapter follows:Chapter Ⅰ, introduction. First introduced in the background and significance of this article, and then a literature review from both at home and abroad, then introduced this method of research and innovation;Chapter Ⅱ, a new theory of anti-corruption:social capital. This chapter in the combed through documents on the definition of social capital in the past, arguing that social trust and social norms, social networks are the main elements of social capital, introduces the establishment of ICAC and the "three-pronged" anti-corruption strategy;Chapter Ⅲ, foster a general confidence in the social environment. In this chapter we focused on how the ICAC through vigorous and resolute action against corruption, the creation myth and to the absolute protection of the whistleblower policy against corruption set up the trust of the public as well as members of the public have full confidence in the ICAC, thereby fostering a general confidence in social environment; The fourth chapter, society of building a nationwide anti-corruption network. This chapter analyses the social networks on the importance of fighting corruption and building under the new situation, introduction the Office of law enforcement, corruption prevention and community relations department to strengthen contacts with the public and the various sectors of the community, community relations, as well as through extensive publicity and education to enhance public awareness of ICAC and reduce public corruption of "tolerance", to build the popular social network against corruption;The fifth chapter, the use of sound and efficient social norms.
