Research On The International Comparison Of The Private Higher Education Investment Mechanism

As the competition for talent becomes fiercer and fiercer in the world, the demand of higher education is increasing. And with a serious shortage of resources in higher education, in short supply, goes on the path of private has become an inevitable trend of higher education. Driven by this trend, after30years of development, China continues to expand the scale of private higher education and improve the level of school, which has become an important part of higher education now. As well as achievements, there exist some problems like fuzzy property rights, lack of funds, narrow financing channels etc. in Chinese private higher education. In order to remove the barriers in the development process of private higher education investment and promote the healthy development of private higher education, this paper compares the Chinese private higher education investment mechanism with foreign private higher education investment mechanism, analyses the similarities and differences of private higher education investment mechanism of five foreign countries and proposes the enlightenment to our country.The paper is divided into six chapters. The first chapter summarizes the background and significance of the selected topic, the current research situation all over the world, research methods, content and the innovation points, and then confirms the research route and frame. The second chapter introduces the concepts of private education, investment in private higher education, mechanisms and system, summarizes the relevant theory of private higher education investment mechanism. The third chapter summarizes the development process of Chinese private higher education investment mechanism, analyses the current situation of property mechanism, financial assistance mechanisms, multi-channel financing mechanisms and corporate governance mechanisms of Chinese private higher education investment mechanism and proposes the existing problems in every part. Chapter four studies the current situation of private higher education investment mechanism of United States, Japan, Korea, India, the Philippines. Chapter five summarizes the the similarities and differences of private higher education investment mechanism of five foreign countries by comparative approach, and proposes the enlightenment to our country. Based on the international comparison of private higher education investment mechanism, chapter six proposes the measures to improve Chinese private higher education investment mechanism from the aspects of property mechanism, financial assistance mechanisms, multi-channel financing mechanisms and corporate governance mechanisms.Innovations that may exist in this article are:constructed a theoretical system of Chinese private higher education investment mechanism from four aspects of the main input mechanism, the intrinsic motivation mechanism, the absorbing mechanism and the security mechanism. Based on international comparative perspective, constructed a Chinese private higher education investment mechanism which is on the premise of clear property rights, sound corporate governance as a fundamental guarantee, promoted by government financial assistance and participated by various stakeholders. In the financial assistance part, the article introduced the perspective of "government procurement of public services", exploring innovative models of government-funded private higher education.
