In order to improve the students’ability of foreign language to adapt to the economic globalization, in the1990s, the U.S. government developed a national curriculum standards-" Standards for Foreign Language Learning in the21st Century"(hereinafter referred to as "standard"), in the United States set off a foreign language curriculum standards reform movement, and achieved good effective. Research American "standard", not only can absorb advanced foreign language teaching concepts and methods, but also can provide the necessary information to our implementation of the standard foreign language courses, foreign language teaching methods reform. Therefore, the research projects both in theory and in practice have a strong practical significance.Interpretation of "standard" formation, development and main content by using literature law. Study found that the "standard" was formatted and developed in the era of globalization, when United States realized that it could maintain dominance not only by the power of technology and military, but by strengthen cooperation with other countries, communication, understanding, and cooperation;"standard" includes communication, cultures, connections and communities five aspects; In order to implement the "standard", the U.S. Senate and House of Representatives passed a resolution to declare2005as the United States’"foreign language learning year". During "Foreign Language Learning Year", middle schools, businesses and governments plan to strengthen and expand foreign language learning. In2006the United States passed the National Security Language startup programs. This new language promotion program began with kindergarten and throughout formal education until employment. A substantial increase in the amount of persons who learn Arabic, Chinese, Russian, Persian and Hindi.Our school foreign language teaching has long history, especially after the reform and opening up, the primary foreign language teaching gained popularity, so the level of primary and secondary school foreign language teaching has been greatly improved. But still exist, such as different standards, aging is not high, and learning are out of touch, single teaching method, irrational allocation of educational resources and other practical problems, which are closely related with China’s current social and economic development, primary and secondary curriculum development, teacher professionalism and other factors.Research shows that the United States "5C Standards" and China’s "English curriculum standards of compulsory education " have the same aspects, namely the programme of; for all students; improve language communication skills; develop multicultural awareness; emphasis on task-based teaching; development and enrich the curriculum resources. However, there are some differences, reflected in the target classification method, content standards, values, standards implementation methods and other aspects of human meaning. This study combines the background of American and China’s foreign language education reform, carefully study the two curriculum standards in their basic concepts, main contents and characteristics. So that we should change the concept of foreign language education, emphasize the development of the learners’ ability to use communication strategies, foreign language learning is the process of cross-cultural learning process, teaching arrangements should be flexible and combine foreign language teaching to other disciplines to improve junior high school foreign language teaching in China.
