Study On Rural Power Operation Under The Background Of Villagers’Self-governance

Since the implementation of the villagers autonomous system of our country, great changes had taken place in the rural society, leading to the rural governance has also changed, including the transformation of rural power operation. The positive results in the process, also appeared a series of problems and difficulties. In order to maintain the benign operation of rural society, how to perfect the system of the villager autonomy system, so as to improve the rural power relationship is an important issue in the current. Methods this paper uses theoretical research and empirical investigation, the villager autonomy mechanism of rural power operation analysis.Based on the study of literature home and abroad, from the perspective of the state--social relationship theory, combined with depth interviews in the C town L village in Yuanjiang City,Hunan Province, carries on the analysis to the data. We can discuss from the following aspects about Rural power operation of the Villagers’Self-governance mechanism in the C town L village in Yuanjiang city:(1) To explore the rural governance mode in the performance of the C town government work eight and L village of the implementation of "four in one" village management mode.(2) In the rural governance, rural governance is the leading force in the township government, the village elite, aphasia group is the ordinary villagers, and power relations between three kinds of governance change.(3) The operation of the power of rural society produces a village democratic autonomy promotion of positive results, at the same time the village cadre election irregularities, governance body the power relationship between the contradictions, the village elite play a limited role and the villagers’subject consciousness is not strong, the operation of power in question.On this basis, this paper aims at problems and difficulties in Rural power operation, puts forward corresponding countermeasures and suggestions from aspects of perfecting the village cadre election system and model of Rural Governance, and improving the degree of organization of the villagers.
