Nowadays, science and technology is the first productivity force and talent resource is a primary resource. As a carrier of science and technology, talent resource has already become a strategic resource and a powerful level of social and economic development of local areas. At present, though the minority areas of southeastern Chongqing has met with many good opportunities such as the implementation of socialism new rural construction, western development and poverty-relief program of Wuling mountain areas, these areas feature a relatively poor economy, a large minority population and a rather low level of overall population quality. Consequently, how to exploit the limited talent resource in these areas and train large quantities of minority talents with practical skills who are suitable for the fast economic and social developments has become a focus of study. On the basis of literature review, research and investigation, comparative analysis and other ways, the paper explores from the perspective of politics, economics and management to make a systematic analysis of the present situation, problems, environments and influencing factors of talent resource development in the minority areas of southeastern Chongqing and come up with a new method of exploiting talent resource in minority areas of southeastern Chongqing, aiming to provide a reference for local governments of all levels and relevant administrative departments in practice and policy-making, and promote the sustainable development of economy and society in these areas as well.The paper consists of four chapters. Chapter one briefly introduces the background, objectives, significance, the research trend at home and abroad, contents, methods and renovations of the research and defines related concepts. Chapter two describes the present situation of talent resource in minority areas of southeastern Chongqing, covering the quantity and quality of talent resource, the present situation of higher education and adult education, the recruitment of talent resource and the talent exploiting environment in these areas. Chapter three analyzes the problems of talent resource exploiting in minority areas of southeastern Chongqing, such as weak overall planning by local governments of all levels, the fund shortage of talent resource development, an ineffective integration of training resources, a relatively slow development of higher education and the lack of advantage in talent resource exploiting environment. In order to solve these problems, chapter four including the Countermeasures of Talent Resources Development in Minority Areas of Southeastern of Chongqing, and puts forward counter-measures in four aspects of cognitive system, training system, operation system and supervision system.
