Instructional design refers to using system scientific method to analysis,plan and make specific arrange the objectives, teaching media Reaching strategies, teaching evaluation and other teaching elements and teaching programs, according to the instructional theories, leaning theories and communication theory. Teaching design is an important part of teaching skills, which have relationship with the teaching process and teaching effect whether can achieve the best effect. Special education teachers face the special object of education, so the teaching design level is particularly important. Thus, making a research on instructional design of teachers in schools for mentally retarded has the vital significance.The study take Dalian Xigang district, Rixin school for example, investigating the current situation of teachers’teaching design by studying their teaching plans. The study aims at offering help to teachers’professional development and the improvement of teaching design capacity, besides, providing value for related areas of research. The study concludes the main elements of the instructional design by looking up extensive material and referring to related studies abroad, and edited the Teachers’Instructional Design Evaluation Form for Mentally Retarded Schools. The study selected53teaching plans from Dalian Xigang district Rixin School as the object of the study, on these grounds, study the overall level and the elements of the teachers’teaching design and compare the teaching design level of the teachers in different disciplines, connecting with the interview with the teachers, analyzing the status quo of the instructional design in schools for mentally retarded.The research results:1. Integral level of teachers’teaching design in schools for mentally retarded is fine. Factor level from high to low in the order is:teaching contents, important and difficult points, teaching goal, teaching process, teaching methods, teaching practice and homework assignments.2. The elements of teachers’teaching design in schools for mentally retarded perform well. Teachers can formulate the teaching objective and teaching contents accurately, grasp the teaching difficult points correctly, use of teaching methods flexibly, and the teaching process is complete. At the same time, the teaching plans lack of emotional target, the homework assignments is not fully reflect the students’ knowledge level and ability, and ignore the blackboard written design.3. There are differences in different disciplines on instructional design. Teaching design level from high to low in turn is:math, Chinese classes and other subjects.According to the results, this study put forward the following proposals:1. Improve the level of instructional design by training.2. Complete and explicit the teaching design requirements.3. Set up scientific evaluation system of teaching design.4.
