Secondary vocational education is closely linked to economic development. Itsdevelopment plays a promoting role in the development of economy. Along withnational economic restructuring and its rapid economic development, Chengdu isadjusting industrial structure, which makes the demands for technical talents ofsecondary vocational level change. Meanwhile, the layout structure of secondaryvocational education must adapt to the transformation of economic developmentpatterns and the demands of industrial structure adjustment. This paper, beginning fromsecondary vocational education and development, plan and present situation of localeconomy, came to the conclusion that the layout of Chengdu secondary vocationaleducation and local economic development don’t adapt to each other. Throughinvestigation and analysis, we found the main reasons are as follows: First, insufficientgovernment attention and lack of co-ordination mechanisms; Second, problems ofmanagement system; Third, the layout of school; Fourth, mismatch between specialtystructure and industrial structure; Fifth, problems of enrollment. All these reasons arelinked to history and social environment, but mainly they are influenced by themanagement factors of government and school itself.According to these main influencing factors and based on the close link betweenvocational education and regional economic development, the paper teased out thefactors that affect the layout of secondary vocational education in Chengdu andestablished its basic principle of adjustment. Meanwhile, the paper put forward somestrategies and suggestions on the adjustment such as follow: First, exert government’sfunction of co-ordination and build the adjustment mechanism of secondary vocationalschool layout through multilateral participation; second, establish adjustment andsupervising mechanism of secondary vocational school layout structure and specialty;Third, gradually adjust layout structure through administrative measures such asintegrating, merging and government support; establish a secondary vocational layoutstructure in which regional economy and demands for industrial talents adapt to eachother well; construct a secondary vocational layout structure with reasonable structureand considerable scale revenue based on the key framework of industrial leading schooland key school and beneficial supplement of other characteristic school; adjust specialty structure furtherly and establish a layout of “leading school+leading specialty+keyschool+key specialty†which adapts to the layout of school; Fourth, specific measuresof adjustment. |
