Position setting qualifications management is a basic aspect of human resourcemanagement in higher education institutes. Scientifically and rationally settingpositions and corresponding position recruiting are necessary not only for boosting andregulating teachers’ employment system in universities and for the development ofhigher education, and also for reforming the distribution system. Currently, positionsetting and position appointmenting in higher education institutes are at the stage ofcomprehensive construction. Especially for the arts of colleges and universities, suchwork is just in the beginning and exploring phase so that it needs to get improvedcontinuously. The unique features on artistic majors make it more specific on positionemployment, and differentiate CY Art College from other higher education instituteson policies and regulations human resource management. Specially, on the majorsubject of human resource for higher education institutes on art–professional teachers,the qualification for positions mismatches the realities of teacher so that it needs to getenhanced constantly.Beginning with analyzing the basic situations on the position setting in highereducation institutes, this paper summarizes and concludes theories of position settingmanagement and relevant qualifications and policies on position setting formulated bynational and provincial governments. Through analyzing the status quo andqualifications on setting positions for professional teachers in CY Art College, thispaper seeks out problems existed in the qualifications and mainly concludes theproblems on qualification for the technical positions of dance teacher. The authorfound out that position setting for college teachers in CY Art College is not consistentwith the features and demands of artistic professional positions, for instance, norepresenting characteristics of majors, lack of optional conditions for academicachievements, covering less areas and lack of divisions and so on. Targeting at theexistent problems, the author optimizes and replenishes qualification requirements forthe technical positions of dance teacher. Starting from the characteristics of the majorof dance, this paper re-categorizes and detailedly analyzes qualification indicators forthe technical positions of dance teacher. Based on interviews, surveys, and datacollection, the author clarifies all indicators according to the rank of positions differentially. Then, the author lists the differences of qualifications at different rank,and forms an optimization plan of qualification for the technical positions of danceteacher, fixing issues on position setting management and employment.
