With the development of our society, English teaching has attracted attentions from each parts of our society. Especially in Dalian Development Area, since2001, Grade one of primary schools began to offer English lessons. It originally intended to prepare for the further learning in Middle School. But in fact, because of numerous reasons, spending time without efficient came out in English teaching. Especially the quality of English teaching of reading and writing is not so good,and the students can’t have good skills of reading and writing.English Course Standard of our country made by National Ministry of Education had already been announced formally on December,28th, in2011. It reflects that Language skills are the important parts of language using abilities, including listening, speaking, reading, writing and the comprehensive use of them. In the real teaching activities, how to obey the rules of" listening and speaking first, reading and writing second", how to have efficient teaching, how to make students form the good English study habits? How to improve the students’ ability of English reading and writing? How to have a high quality of English teaching of reading and writing? This is the question that English educators of junior middle schools and primary schools must think about.This research discussed the current situation of English teaching in the primary and junior middle school in Dalian Development Area. as well as the present station of the students’ skills of reading and writing by means of Literature method, case study method, questionnaire, observational method and interview. Taking the theory of New Course Standard, Constructivism,Examples of teaching theory and Teaching theory of emotion psychology of as the theory bases, this research has analysized the reasons of existing problems in English teaching of reading and writing in Primary School and Middle school. It has also expounded the ways from many aspects of teaching primary and junior English. The whole essay is divided into four chapters. Chapter One includes the background, the value and significance of this study, the current situations of English reading and writing in and out of China, the theoretic analysis, definitions of related concepts and the methodology of this study. Chapter Two shows the current investigation in English teaching in reading and writing by questionnaire, observation and interview. Chapter Three discusses the questions in English teaching and studying in reading and writing according to the result of the investigation. Chapter Four gives some advice on English teaching in reading and writing according to the questions and theoretic analysis.This research is to arouse more English teachers to the concern of the English teaching of reading and writing in the primary and middle schools. Let’s explore together, try to get more and better effective methods, and realize the continuity of English teaching in reading and wring in the primary and middle schools so as to obtain the excellent results in English teaching.
