With the deepening of personnel system’s reformation, universities are searching for the creative management to adopt to the market economic system. Teachers are the important human resource of university because the quality of teachers is related to the development of universities, the future of students and the fate of a country. The teacher appointment system is adopted by universities to encourage teachers to work harder and to improve the quality of teaching and researching, which include employment, evaluation and management and so no. But there are some problems since teach appointment system is brought into effect. The teacher appointment system does not work well, on the country, it is formalized.Through the research ways of SWOT-analysis, the all-around analysis is made about the interior and exterior environment. This essay gives the full introduction of strength, weakness, opportunity and threat, which lays a foundation on reforming teacher appointment system. This essay introduce the history of teacher appointment system, which gives review on its past and today. Now it is regulated by laws, such as teacher law and higher education law. However, there is not details about how to carry into it and the regulation is lacked.The teacher appointment system in developed country has a long history,such as America, Germany and France. This essay focus on the three representative countries and gives full introduction of their characteristics and the measures of reformation. Their successful experiences can be learned by us, which has open employment,diversification of teachers and different levels of professors.The research on history and study from developed countries gives advice on how to carry into teacher appointment. We should reform the interior and exterior system at the same time. Implement the system of post responsibility, teachers recruitment system and evaluation system is needed. As for the exterior system, there is still a long way,such as strengthen society insurance system and setting up circulating talents system to search for new ways.
