The Research On EU Statistics Data Quality Management System And Its Reference To Our Country

The quality of statistical data is the life of the statistical work. The statistics arebecoming more and more important, and the requirements of social and economicactivities on the statistical data quality increase subsequently. At the same time, thedifficultis of ensuring the quality of statistical data are also increase subsequently. Inrecent years, the quality of statistical data have been improved, and we h ave obtainedthe certain effect, but still there are some problems in statistical data quality assurance.Some of the statistics offices are often questioned by the media and scholars at homeand abroad. These questions are focus on the following two aspects: first, thestatistics produced by statistical offices are not harmonious between each other;Second, the statistical data released by offices are different from th ose of people’sfeeling. In order to make our national statistics in line with international standardsand better meet the needs of society, it is necessary to do some in-depth studies of thequality of statistical data and its management system.First of all, the paper sets forth the concept of the quality of statistical data basedon the meaning of the statistical data and the quality.Secondly, this paper intends tointroduce the composition of the European Statistical System (ESS) and its maincontent, then tries to analysis the tools of the management system and sort out theideas of constructing this system. Thirdly, refers to the ESS statistical data evaluationframework,this paper try to build a specific statistical data quality evaluation indexsystem in line with the scientific design principles of evaluation index. Then the fuzzycomprehensive judgement is used to set up a two-layer assessment model for thequality of statistics information. Finally, based on the theoretical and empiricalfindings, combined with the actual situation of the Chinese government, this papergive two suggestions to improve the quality of statistical data of the Chinesegovernment.One is that advancing Chinese government statistics standards, and theother one is to promote the Chinese government statistics reform.
