School characteristics construction is our country education reform and to keep up with the trend of personalized education ideological trend. At this stage, As the people’s urgent demand for high quality education, school characteristics construction is the important action of promoting the compulsory education balanced development and realizing fair education. A variety factors of the success for promoting the development of the school features, Teacher is the first element. The key point in the construction of school characteristics is the initiative and development of teachers. But the existing study of school characteristics construction strategy, lack of teachers’ attention, lack of in-depth analysis of the role of teachers in the school characteristics construction, without the practice of school-based management on how to reform the teachers management to fully develop the human resources to do specific discussion. So, the study of human resource development of teachers in elementary school characteristics construction, have great realistic significance in improving characteristic of primary school, at the same time, riching the data of ordinary primary school teacher management, provide a valuable reference for the relevant departments of education decision-making.In the theoretical research part, Firstly, This article defines the connotation of human resources of teachers and its development, from the theory construction of the framework of teacher human resources development, And then in-depth analysis the value of Teachers’ human resources development to the Primary School Characteristics construction, discussed the four theoretical basis of this study. In the survey portion, Four features primary school in yangzhou city as the research object, based on the construction of teachers human resources development framework, made survey on Teachers human resource planning status, school-based training conditions, the platform for building conditions and incentives evaluation status, found problems on deviation between the primary school teachers Development Goals planning and school characteristics target, recognition of teachers for the construction of school characteristics and resistance coexist, dangerous tendency characteristics of school-based research, lack of emotional motivation in the potential development of teachers, teacher evaluation weight the result of characteristic development light the process of feature generationl, analysis of the causes include traditional personnel rigidity management, the school characteristics construction itself, teachers’ professional development and primary school teachers themselves. At last, based on the successful experience of foreign characteristic school construction and the four theory, proposed the following improvement strategies:Primary school principals from advocating standardized management to focus on the leadership of the culture and values, Schools should train primary school teachers organizational commitment to unite the characteristics of the construction of the main force, Primary school teachers to enhance the characteristics of the development of conscious, building centering on the question of diversity of characteristic training mode, attaches great importance to the reflective self-evaluation based evaluation method.
