General education is a kind of university general education’s concept. It can cultivate the students’ability, beautiful emotion and perfect personality by the integration of knowledge. As an important way to comprehensively improve people’s accomplishment, general education has important significance to the development of higher education and talent cultivation in colleges. At present, many colleges around the world are practicing the general education and innovating continuously, and some of them have achieved good results.At present, general education at our country’s colleges is in low status. It is not a kind of education idea, but as subservient to the professional education or just as an equal with professional education’s status in the form. Therefore, in this case, people cannot understand of general education profoundly, and there is a deviation. People cannot grasp of general education as a whole, and may have different degree of misunderstanding to the concept of general education. It causes a lot of problems to the practice of general education. Therefore, in order to improve the quality of general education and cultivate qualified college students, we should research problems of universities’general education carefully.Setting of general education curriculum affects its implementation in colleges. This is the transformation process of general education from concept to practice. Therefore, setting general education curriculum scientifically and reasonably will determine the effect on the implementation of general education directly. It not only restricts the achievement of the general education’s goal, but also affects the result of personnel training and education reform in colleges.In parts of Shandong province’s universities, general education curriculum system has been established, and general education curriculum has been opened. But now general education curriculums are mostly in order to increase students’ knowledge, it cannot form a system. There almost no scientific and comprehensive curriculums and true high quality of general education courses. In addition, people do not understand the connotation of general education and the position of general education in colleges clearly. This led the people to do not take on the general education curriculum, lack of the guidance of the scientific and rational planning as a whole series of problems. This article’s research object is the general education curriculum setting in Shandong province’s universities. At first in this paper, the research question and the present situation about general education curriculum at home and abroad are proposed. Then define the concept and characteristic of general education, general education courses and the concept of general education curriculum. Through to the research an analysis of the general education curriculum in American, Japan and Taiwan, know about its present situation at home and abroad, and draw lessons from the successful experience of general education curriculum. After that, collecting empirical investigation and related literature data and by the contrast all-around, we know that the general education curriculum system has been initially formed in Shandong province’s universities, but the degree of general curriculum implementation is still relatively low, and there are different levels of problems in the curriculum goal, curriculum content, curriculum types and other guarantee mechanism. Finally, In view of the problems in General education curriculum, this article put forward some targeted Suggestions about it.This article adopts comparison method, questionnaire survey method, interview method, literature method and a data graph method, on the Shandong universities’ general education curriculum problems investigation. Through the analysis, this article points out the main problems which influence Shandong normal universities’ general education course construction. This has important significance to set the general education curriculum in universities in Shandong province scientifically.
