The management of teachers’ performance is the core element of human resourcemanagement in colleges and universities, which is also an important part of the humanresource management reformation. The implementation of performance management incolleges and universities can carry on assessing and motivating teachers scientifically,improve the management level of colleges and universities, promote the harmony ofmanagers and teachers,strengthen the vitality of teachers and improve the teachers’ workefficiency, ensure the realization of the overall objectives of colleges and universities,improve the quality of higher education, cultivate the excellent talents to society and create along-term development of colleges and universities, which all has important significance.With the application of performance management in the management of colleges anduniversities, many problems and defects have emerged. The article is based on Hebeiuniversity. Summarizing the questionnaire of Hebei university performance management, wecan find the current management situation of the university, and explain the behind reasonsand come up with some suggestions to provide a reference for the similar university teachers’performance management.This paper is combed through teachers’ performance management basic theory and thetheory of teacher evaluation home and abroad. According to the classification of universitiesin our country, the author analyses and summarizes the study on characteristics of Research&Teaching universities and teachers ’ work features, devoting to this type of universityteachers ’ performance management in China. The author’s object of research are HebeiUniversity teachers, based on performance management content, examination indicators andthe weights, management mode, examination process, feedback and the examination resultsapplication, many investigations and interviews have been completed. We have preliminaryof understanding of the school teachers’ participation degrees and satisfaction degrees onschool performance management, and find out problems for overview: the confusion betweenperformance examination and performance management, research preference, serious bureaucrat thought, excessive quantitative examination. According to the problems, theauthor points out that performance management of Research&Teaching Universities’teachers is limited by traditional management thought, managers’ missing training caused toperformance management which is not understood deeply. School leaders tend to do researchin school policies, and led to every teacher be busy researching which caused the time cost inresearch or teaching have great difference, defeat teachers’ initiative, impact teaching quality.Finally, the author points out that by means of management, promoting teacher developmentand training talents for the purpose is the essence of university teachers’ performancemanagement. Combining Research and Teaching universities’ position and characteristics ofteachers ’ work, the author tries out to establish the performance evaluation index, and pointsout the importance of teachers’ participation and communication between administrators andteachers.
