The Duality Predicament Between Institution And Behavior

This paper used Institutional Theoryμ to analyse the duality predicament betweeninstitution and behavior in the phenomenon of people have no identities in a village calledYNμ in Hμ Area. It took the persons relate to this phenomenon as the subject in the HArea, and researched a serious of policies and regulations in family planning andhousehold registration. And it also wanted to explore some regularity in this phenomenon.Firstly, we investigated the duality predicament between the reproductive behavior notconsistents with family planning and the system of population control. The inquisitionalresults seems that both the behavior and the system are in a dilemma. Further analysisshows that the behavioral tendency of the reproductive behavior not consistents withfamily planning exists objectively, and persons adhere to that behavioral tendency arewilling to get themselves into trouble.Secondly, we investigated the predicament of the governmental multiple goals. Theinquisitional results seems that the institutional aim between family planning and financecontradicts each other, and the action adhere to these aims are in a dilemma. Furtheranalysis shows that the choice in reality is based on economic interest angle balance, andthus result in the reproductive behavior not consistents with family planning as well as thephenomenon of people without identities.Thirdly, we investigated the predicament of the governmental multiple functions. Theinquisitional results seems that the function of household registration is possessed byfamily planning, and the court would be in dilemma when perform the certain legalfunctions. Further analysis shows that a bundle of governmental multiple functions couldnot help to population control and may arise instability.Finally,we discussed two problems: the profit-seeking governmental behaviors and itsaftermath; how to make institution control behavior.
