Along with the financial allocation and tuition revenue by a single change incapital requirements as the cause of higher education in China is booming, and thecontinuing reform of the education system, college enrollment, with independent legalpersonality and institutions, colleges and universities can own diversified various forms,multiple channels to raise capital between capital, universities and institutions at homeand abroad and non-public institutions, personnel, information exchange more and moreinto the capital within the college, a growing amount of channels are also increasinglymore. Fund the increasing scale and frequent contacts context, there are a variety ofinternal and external environment, system management, and other factors constitutesafety hazards of university capital, university capital security management issues haveemerged. Cases of corruption, embezzlement of public capital, and foreign investmentfailed as a growing number of colleges and universities, which undoubtedly caused tothe college in huge economic losses and reputation to decline, these cases bring newchallenges to the college financial sector and staff, it is how to regulate the managementof university capital, to prevent and avoid financial insecurity risk, so as to ensure thesafe operation of university capital.Therefore, in order to strengthen the security management of university capitallinked to the foundation of the theory and practice of early warning system designed tomake a practical prevention of university capital safe. The system selected earlywarning indicators include quantitative indicators and qualitative indicators, theseindicators for of university capital insecurity and risk, selected financial indicators isclearer than the non-financial indicators, financial indicators reflected faster securityissues of university capital. Universities can by observing and monitoring theseindicators to evaluate the status of university capital safe operation. Mainly from thefollowing aspects of the security problems of university capital in China to do a simplediscussion:Firstly, an overview of the research background and significance, leads to theproblem of security management of university capital, and security management ofuniversity capital from both domestic and international literature review, this researchideas, research methods and innovation. Second, the theory of university capital systematic overview of relevant conceptsdefined, refers to "economic man" hypothesis, the theory of public choice theory, newpublic management theory and internal control, an overview of the theory for the laterThe study laid a theoretical foundation.Third, the system analyzes the status quo and the causes of the safety managementof China’s college capital. First, the detailed description of the three aspects of securitymanagement of university capital, including system-related issues, risks and oversightof the capital run. In the selection of qualitative indicators, externalgovernance from the university capital and financial internal control, the selected39indicators, through questionnaires, scoring for each indicator to calculate the totalnumber of each index score, simple score in order to establish a college fund safetywarning model.Finally, some security issues for university funds management policies andmeasures to provide a reference for the college funds under management, as well as theoutlook for future research.
