Since china’s reform and opening-up from1978, migrating employeeshave made an important contribution to the local economic developmentand injected new elements to the local social development. Nowadays asthe growing popularity of all-level education and expansion of migratingemployees’ scale, educational problems of their children have occurred,especially after their graduation from junior middle school. In2008,shanghai government launched a pilot policy of admitting migratingemployee’s children to some secondary vocational educational schools.During the last five years, the policy has developed in some regards, butalso exposed some problems. This paper puts forward some advice andcountermeasures about the policy.This paper consists of seven chapters: Chapter one outlines theresearch’s background, significance, route, ways, structure and relatedtheories, reviews some research results at home and abroad, makes thedefinition of migrating employees’ children. Chapter two makesall-around introduction about Shanghai’s policy’s background, goals,detailed contents with enrollment, registration, financial support, career development and employment. Chapter three shows the results ofShanghai’s policy from2008to2011. Chapter four provides the surveyresults through the children and teachers about their study and life statusin secondary vocational schools. Chapter five makes an analysis about thepolicy’s problems including policy system to be perfect, these children’sunderstanding and development to be enhance, their career developmentafter graduation to be better. Chapter six puts forwards some optimizationsuggestions from four aspects: system, finance, education and backflowto school. The last chapter prospects the future research from threerespects: how to build the assessment system of this policy, how toenhance their career development through continuous survey, and highschools should be open to them gradually.
