China is a large agricultural nation. Rural area accounts for a largeproportion of community in China. Compared with western countries, China hasa longer history of development of rural area. Over the past half a century, ruralarea has undergone enormous changes. To accelerate the rural development andmaintain social stability in rural area, we must strengthen the study of rural areaand find out experiences and lessons suitable for the development of it. Atpresent, the Three Rural Issues which is issues of agriculture, rural area andfarmer, is always the critical issue of overall situation in the process of nationaleconomic and social development and modernization. Farmer is the main bodyof agricultural production and rural society, so the Three Rural Issues is theissues of farmer essentially. The level of farmers’ quality and the strength offarmers’civic awareness are the critical points of development of agriculture andrural area. Therefore, it is a theoretical and practical problem to be dealt with byus to strengthen the education in rural community and cultivate farmers’ civicawareness.In order to study the question, based on the creation and operation of theHomestead Classroom that is a stage of rural community education, andcombined with the knowledge learned in the public administration courses, theauthor made a research of the case of the Homestead Classroom operated inNanqiao, Fengxian District, Shanghai, by the methods of literature analysis andcase study. Taking the rural community education as theoretical guidance, theauthor explained the concept, content and mode of operation of the HomesteadClassroom, and analyzed the development condition of the rural communityeducation under the operation of the Homestead Classroom. Based on theregional environment in Nanqiao, the author researched the HomesteadClassroom on its formation and development, organization and management,features and types, existing problems and development trends, etc. Secondly, combined with the needs of the current construction of new countryside, theauthor put forward the mode of the Homestead Classroom suitable for the ruralcommunity education in Shanghai, and the optimization strategy of the mode.The full text consists of five chapters.Chapter1: Mainly expounding the background, purpose and significance ofthe rural community education, as well as the background of formation andresearch methods of the Homestead Classroom in Nanqiao under thedevelopment situation of the rural community education.Chapter2: More systematically studying the domains of function of therural community education. The study mainly about the basic theoreticalproblems concerning the concept, characteristic, structure system, organization,and system of management, etc.Chapter3: Research on the operational system and resource mobilization ofthe rural community education. Specifically analyze the main practice, effects,difficulties and problems, and influence to the rural community education of theHomestead Classroom.Chapter4: Research on the demonstration effect and evaluation system ofthe rural community education. Put forward the suggestions to improve theHomestead Classroom as a mode of rural community education, and the outlookof future development direction. Prospect of the ideas related to theimprovement of educational system, optimization of the external environment,remarks on the rural community education, according to the reflection of theHomestead Classroom.Chapter5: Conclusions including the response to basic questions,theoretical explanation and dialogue, and main points and limitations.
