With the advance of a new round of reform of basic education, as well as theestablishment of the "health first" guiding ideology and a new physical educationcurriculum standards promulgated, school sports reform has become a very importantpart of the reform of basic education, as a physical education reformperpetrators andpromoters of physical education teachers in primary and secondary schools is a keypart of the reform. Development because the level of scholastic ability of teachers as awhole are directly related to the students ’educational level, to improve the level ofscholastic ability of teachers will be able to improve the students’ overall level ofscholastic ability, improve basic education basic education development lies in theoverall scholastic ability level of teachers, teachers. The Ministry of Education in2010, the national training program also indicates that the overall level of scholasticability of physical education teachers in primary and secondary schools must beimproved. Aptitude structure research of rural primary and secondary school physicaleducation teachers, physical education teachers to improve the overall level ofscholastic ability, sports training of personnel as well as to promote the developmentof basic education is of great significance.In this paper, the methods of literature, questionnaire, expert interview,mathematical statistics and logical analysis scholastic structure of the physicaleducation teachers in primary and secondary schools in rural Jiangxi Province toinvestigate, research and analysis, from the scholastic ability of the three elements ofthe structure of knowledge, abilities and emotional aspects investigate, theconclusions and recommendations of this study. The research results show thatJiangxi rural primary and secondary school physical education teachers already havesome scholastic ability, but overall scholastic ability of teachers is still low: there is alack of knowledge level ontological knowledge and conditional knowledge, abilitylevel there is a lack of professional competence, emotional level concepts ofeducation needs to be improved. Therefore, post-training of physical educationteachers in rural primary and secondary schools is very necessary. There is a glimmerof physical education teachers in primary and secondary schools in rural areas anannual increase of new teachers are College Physical Education Majors CollegePhysical Education Majors culture to some extent to improve the overall scholasticability of rural primary and secondary schools of PE teachers. Therefore, theuniversity training program should be modified according to the actual needs of ruralprimary and secondary school teachers with the times.
