With the development of our higher education scale expanding, there are tens of thousands of college graduates to the employment market every year, on one hand, provides valuable human resources for China’s economic and social development, on the other hand, the huge employment population also increased the difficult problem of employment, and China is still facing the imbalance of regional economic development and urban and rural structure of two yuan problems in the transformation period, so that the contradiction of employment and the basic no one shows any interest in the city. The channels of college graduates to the grassroots employment are suffocated.In order to ease the pressure on employment of college graduates and talent development grass-roots shortage, the government departments to take effective measures to actively, guide and encourage college graduates to the grassroots employment policy is one of the important a. What is the specific measures for these grass-roots employment policy, how to implement, the process of implementation problems and reasons, and how to perfect the policy system, play a positive role of public policy is the main contents of this paper.This paper first introduces the background of college graduates employment, the purpose as well as the significance of the research.The relevant definition of the concept of the base from the employment policy for college graduates starting, in the labor market segmentation theory, the balance of supply and demand theory, theory of incentive mechanism on the basis of the study. Inductive analysis of the existing policy, and takes Heilongjiang province " three supports and one assistance " plan as an example, analyzes the situation and the existing bias, through the questionnaire survey in6universities graduates, generally limiting factors to influence policy implementation, and then use the Analytic Hierachy Process determine the degree of its effect, to provide reference base to further improve the system of college graduates employment policy.Finally, from the policy, incentive policy and security policy direction of the three suggestions, by increasing the policy publicity, create a good public opinion environment, give full play to the role of guidance and training, broaden the employment channels, improve the preferential policy of gold content, improve supporting measures and improve the grass-roots unit with measures and management system and so on, urges the government departments, units, universities, graduates themselves and social public opinion form policy, and work together to promote college graduates to the grassroots employment.
