In the process of building an innovative country, the cultivation of top creative talents has risen to the height of national strategy. Since China’s reform and opening up, the top creative talents cultivation in higher education has been developing further and further, especially in the research-oriented universities which has natural advantages in cultivating top creative talents, they conducted explorations about some special training modes such as the junior genius class and the basic subject students development program and has obtained certain achievements, however, the question of Qian Xuesen and the bitterness of Nobel Prize is still a difficult problem to resolve. The cultivation of top creative talents has become increasingly the focus of education community’s and even the whole society’s concern. There are many factors which influence the cultivation of top creative talents, but without any doubt the system factor is the essential one. Researching the top creative talents training from the system point of view is the realistic need of deepening the reform of top creative talent training in research-oriented universities, and also the need of solving the problem of lack of theoretic guidance.Based on the review of the current creative talent training system in Research-oriented Universities and case study, this thesis mainly analyzed the defects and deficiencies in the aspects of system philosophy, system design, system implementation and system security in China’s top creative talent training system. Meanwhile, the article selected the United States, Japan, Germany and Britain as examples and systematically analyzed the achievements and experiences of top creative talents training system in the developed western countries. And then, enlightened by these experiences, this thesis put forward some resolutions and suggestions from five dimension including major system, curriculum system, teaching system, teaching management system and the system of student evaluation in the cultivation of top creative talents.
