Canada is a federal system country with the background of multiethnic,multicultureand multiple religious,which is always regarded as the "Mosaic Kingdom". In nearly twohundred years of development, Canada has suffered the influence and test of themulticulture, for the reason that each nation has different cultural traditions, customs, valueorientation and religious belief, and the flow of a great number of population and culture.However, the Canadian government is committed to cultivating qualified Canadian citizens,and explores and does research in practice actively.In Canada, the school education is one of the main ways for citizenship education, andthe citizenship education curriculum becomes an important means of cultivating citizens.Primary and secondary school stage is the golden age of development of students’cognition,and it has very important significance to the formation of children’s world outlook, outlookon life and value through the appropriate and reasonable citizenship education curriculum.This article, using the historical process of Canadian citizenship education as a clue,illustrates the development of Canadian primary and secondary school citizenship educationcurriculum. And based on the current Canada ten provinces and three areas Canadianprimary and secondary school citizenship education curriculum, the article carries out acomprehensive analysis. By learning the advantages and disadvantages of the curriculum,the author puts forward with positive reference and enlightenment. And the following is thebasic framework of this paper:Introduction part generally states the research background, the significance of the study,the adopted research methods and definitions of certain terms applied in this article.Chapter One: the development of Canadian primary and secondary school citizenshipeducation curriculum in the multicultural background. Using the historical process ofCanadian citizenship education as a clue, the development of Canadian primary andsecondary school citizenship education curriculum can be divided into three stages,including the preliminary introduction citizenship education curriculum, the development of"Made in USA" type curriculum and the gradually establishment and development of"Canada Model" curriculum, which try to make a preparation for the following analysis ofpresent curriculum situation.Chapter Two: the current situation of Canadian primary and secondary schoolcitizenship education curriculum in the multicultural background. In this chapter, the authorintegrates the current official curriculum documents of ten provinces and three areas and the academic study on this topic to discuss and summarize the curriculum objectives,curriculum content, curriculum implementation and methods and ways of evaluatingcurriculum.Chapter Three: the achievements and problems of Canadian primary and secondaryschool citizenship education curriculum in the multicultural background. This chapter,according to the first two chapters’ discussion and the author’s personal observationexperience of some Canada primary and secondary schools, the author make a fullexplanation about the achievements and problems of Canadian primary and secondaryschool citizenship education curriculum, to prepare for the following enlightenments.Chapter Four: the enlightenments of Canadian primary and secondary schoolcitizenship education curriculum in the multicultural background. Based on the fullunderstanding of the primary and secondary school citizenship education curriculum of ourcountry, the author concludes some enlightenments for the reform of the citizenshipeducation curriculum in China.Epilogue part shows the summary of this article.
