"Government purchasing of pre-school education services" means the government concludes a contract with private kindergartens or educational intermediary organizations, evaluates the quantity and quality of services provided by them, and pays for the services according to the evaluation, thus providing the public with high-quality, efficient, and selectable pre-education services. This study takes "Government purchasing of pre-school education service" as the research object. Based on definitions of such fundamental concepts as "pre-education services","private kindergartens","educational intermediary organizations", and "Government’s purchasing of pre-school education services", the paper will describe the implementation status of our government purchasing service policy and analyze some specific cases in depth with the help of some policy texts from several parts of the country and information or data obtained from interviews and questionnaires. Based on this, the paper will also reveals some problems which exist from the formulation to the implementation of our government’s purchasing pre-school education service and put forward the corresponding policy recommendations. This research mainly includes the following four parts:Chapter one is the theoretical basis. It introduces new public management theories related to government’s purchasing services, new public service theories, governance theories and the major points of the implications of this research.Chapter two presents the status quo. This section takes elements of the service purchasing as the framework, and begins with some problems such as why to buy, buy from whom, buy what, and how to buy. In this way, the part summarizes the different situations all over the country from four views.Chapter three is case analysis. Based on horizontal analysis of the present implementation situation of the national policy, the researchers did thorough investigation on some specific cases, expounded the backgrounds, the formulation process, the content, the implementation process and the effects of the policy, and also made evaluation of some specific policies.Chapter four is about problems and suggestions. According to the present situation analysis in the second chapter and several specific cases in chapter three, the researcher summarizes some problems of the government’s purchasing pre-school education service policy from the government, private kindergartens and education intermediary organizations and gives some related suggestions. Finally the researcher reflects on the research samples, the research methods and the research content.
