A Comprehensive Study Of The Sustainable Development Of Rural Settlements Of The Three Gorges Reservoir Area

Sustainable development as the basic national policy of China strategic development, is an important target of government governance. The Three Gorges Reservoir area, the importance of geographical influence, caused all levels of government and the country’s concern and attention, among them, the level of sustainable development of rural settlements in the Three Gorges Reservoir area is the priority among priorities concern. The sustainable development of rural settlements in the Three Gorges Reservoir area, is one of the important contents of the sustainable development of the Three Gorges Reservoir area. At the same time, to ensure the implementation of the strategy of sustainable development in Three Gorges Reservoir area, to ensure the sustainable development of rural settlements, directly affect the effective operation of Three Gorges Reservoir area and ecological security, it is also an important part of national sustainable development. Therefore, according to the characteristics of the Three Gorges Reservoir area of rural settlement, evaluation and analysis of sustainable development of the Three Gorges Reservoir area of rural settlement, which summed up the sustainable development of rural settlements in the Three Gorges Reservoir Region and the improvement strategy, is to promote sustainable development, the Three Gorges Reservoir area is effectively solved an important and urgent task of building a harmonious society faces "three rural issues", the reservoir area.In this paper, the Three Gorges Reservoir area of Chongqing rural settlement as the research object, through the establishment of evaluation indicators for sustainable development of rural settlements, rural settlements in reservoir area sustainable development problems, and propose effective improvement strategy.Based on the analysis of related theory of reservoir area sustainable settlement development and research foundation, puts forward the concept of sustainable development of rural settlements,5aspects and development from the geographical environment, ecological environment, traffic conditions, economic development, social analysis of the basic conditions for sustainable development of rural settlements in the Three Gorges Reservoir area.On the basis of analysis of present situation of Three Gorges Reservoir Rural settlement development condition, the development and the existing problems, from three aspects of resource and environment, economy, social development, settlement of the settlement houses accounted for, the settlement space agglomeration index system of sustainable development of rural settlements and other29indexes by using the analytic hierarchy process; the reservoir area of Zhongxian, Fengdu, Wuxi3counties of rural settlement, the level of sustainable development of regional development differences and other aspects of the analysis. Through the analysis we can see that:Fengdu:class Ⅰ, strong ability of regional sustainable development. The regional economic and social conditions, the carrying capacity of resources and environment. Industrial structure is reasonable, the rapid growth of per capita GDP, higher GDP; agricultural commodity rate is high; the natural population growth rate is low; the per capita income of rural residents in higher education and health spending is higher.Zhongxian:Class II, the sustainable development ability of the general area. Better some index of the region, but some indicators are not optimistic. Especially belongs to the class II in the single index cluster in Zhongxian, in the comprehensive clustering is influenced by environment factors follow it.Wuxi:Class III, sustainable development ability weak area. Because of the lack of resources or resources have not been fully exploited, the ecological environment carrying capacity is low; the proportion of agricultural industry structure, agricultural population occupies the absolute superiority, lack of economic development potential; social infrastructure is backward, poor quality of life of residents.Through the evaluation of field survey found the main problems in the sustainable development of rural settlements:1) the frequent natural disasters, rural settlements in the fragile ecological environment;2) settlement is not high degree of concentration, great differences in development;3) rural settlement infrastructure is not perfect, the living environment of the residents is poor;4) the rural settlement environment pollution is serious, the lack of effective prevention and control measures;5) the overall low quality of rural residents, the hysteresis of rural economic development;6) rural settlement and economic development is relatively fast, ecological, social development is lagging behind.In the empirical analysis on the sustainable development of rural settlements basis, according to the existing problems, puts forward the corresponding solutions, so as to promote the sustainable development of rural settlements.
