The development of basic education of rural education is the cornerstone of the educational comprehensivedevelopment. As an important policy of optimizing rural basic education structure, promoting the reform anddevelopment of rural compulsory education, the distribution and adjustment of rural primary and secondaryschools is undoubtedly a kit of policy. The distribution and adjustment is an important step to deploy reasonablyrural education resources and improve teaching efficiency and rural basic education quality, which is in order tonarrow education gap, promote balanced development of education within the region and realize educationfairness. Actively carrying out the research of rural education especially about the distribution and adjustment ofrural primary and secondary schools, it has the important meaning for solve the rural education problem.However, rural basic education is much important to Xinxiang’s education and basis of economic development.So, we do research into the and adjustment of rural primary and secondary schools in Xinxiang and it willhave important distribution significance to promote rural basic education optimization and better development inXinxiang.This research is as breakthrough point of the distribution and adjustment of rural primary and secondaryschools in Zepu, Xinjiang, which are though the overall situation of the theory research in Zepu and in case ofempirical analysis, especially for Zepu’s special economic and social environment and education reality. Itanalyses empirically the effect after the distribution and adjustment of Zepu, Xinxiang. Research shows that itmade the obvious effect after layout and adjustment in Zepu. It promoted the education fair, balanceddevelopment of education in a region and reasonable allocation of education and boost the rural compulsoryeducation quality and school’s economies of scale, and it improved overall quality and established anddeveloped rural boarding school. However, it exist lots of questions, for example, many students have to walkalong way to go to school and maybe it is not safe, aggravating farmers’ burden, subsequent shortage of funds,aggravating teacher’s burden, boarding school management and so on. All for this, we put forward improvementstrategies and some questions that we should pay attention to, which provide the pertinence, feasibility of thesolution for local primary distribution and adjustment.The distribution and adjustment of rural primary and secondary schools,Only through scientific anddistribution reasonable planning, can promote the development of rural basic education in Xinxiang, promotethe economic development of Xinxiang and the progress of the society and safeguard national unity and nationalunity. However, rural primary and distribution adjustment is not a static process, but a dynamic process. Thedistribution and adjustment is also a difficult and long-term work, and it needs support which comes fromcountries, governments at all levels, schools and people from all walks to promote the continuous optimizationand development.
