Abstract/Summary:
With the popularization of the higher education, At present, there are a lot ofproblems in the universities classification, such as the blind competition, upgradedand pursuit of intergration, the unbalanced policies and financial input of government,the lack of social evaluation system, the confusion of the ranking system, and so on.These problems affected the optimal allocation of China’s higher education resourcesseriously, and brought many negative effects to the development of higher educationin our country.Since2005, the ministry of education takes a high attention by the evaluation ofcollege teaching. The index design is a beacons, but with no embodies classifiedevaluation, classification guiding principle, With a set of index system to measure andevaluation of all university, can only lead to similar "contend for upstream" ending.In fact, there must be many characteristic school which are running good in allkinds and all levels of colleges. An objective evaluation of different types, differentlevels school of excellence level should be different.How to improve the university teaching efficiency, Make the country and localfinancial investment to low input and high yield school. Using a measurement of theperformance evaluation standard to make it fairly about education input is a majorissue in today’s higher education in China. For that we can reduce and avoid thephenomenon that lack of correct input and output view and on blind pursue expansionupgraded, and don’t consider running performance and Ignore resources useefficiency.In July2010,"issued by the national long-term education reform anddevelopment plan for (2010-2020)" say clearly that Universities needs to "improvemanagement mode, introducing competition mechanism, performance evaluation, thedynamic management." Taking an example of the local applied college of our country. This paper makesa set of preliminary design of performance evaluation index system for local appliedcollege. At the beginning, this article makes a briefly resume to our country’s existingcollege ranking index system, and analyzes the defects of the ranking index system atthe same time also getting the experience and enlightenment. And then analyses thepresent situation of domestic and foreign universities and colleges’ performanceevaluation, using theoretical analysis method and with the Classification guidance andaccording to the variety of colleges’ and universities’ characteristics, to optimizeperformance evaluation index system.The article also analyses the relationship about classification, orientation, andevaluation of college and then put forward the purpose of design and principle forapplied college performance evaluation system.Finally,combining with the characteristics of local applied college, first from the3function of our university "talents training, scientific research, society service ".Thecontent of the index have be divided into3categories.Second, according to performance theory, from process of "investment, operation,output" to select index. Finally, this article build a preliminary perfect performanceevaluation index body for applied college.
