Since the reform and opening-up, China’s economic society has made greatachievements. At the same time, China’s education has also undergone a historicalleap. Among all, vocational education, especially the rural vocational education hasexperienced more than any other educational forms. Reviewing the developmentcourse of the rural vocational education in China over the past thirty years, we couldfind that its development status has been closely related to the policy changes. Inrecent years, some concepts such as the building of a harmonious socialist society anda new socialist countryside are put forward. The rural vocational education has takenon a new significance. How to better demonstrate the value of the rural vocationaleducation not only depends on the correct guidance and regulation of the ruralvocational education policy, but also needs the correction and innovation of its ownpolicy. Studying the policy development and change of the contemporary ruralvocational education, analyzing its influential factors and revealing its evolutionalcharacteristics from a historical perspective can provide a powerful reference and aprofound inspiration to the drafting and improving of the rural vocational educationpolicy in the future.This paper mainly uses the methods of data studies, historical research andcomparative method as well as a combination of the related theories such as pedagogyand public policy. It is divided into four parts to study the policy of the ruralvocational education since the reform and opening-up in our country.The first part mainly illustrates the reason for selecting this topic and theresearch value of this study, defining the core concepts and making a conclusion ofthe study in the related field.The second part divides the changes of the rural vocational education policy intofour stages according to the chronological order since the reform and opening-up. Bymaking analysis of the policy of the rural vocational education one by one, the paperwould clearly state the main tasks and the effects of the policy of the rural vocationaleducation in each stage.The third part analyzes the influential factors of rural vocational education po licychange based on the historical analysis of rural vocational education policy. Thesefactors mainly include the factors of the reform of rural economic system, evolutionof education policy value concept and change of the vocational education development core.The fourth part sums up the characteristics of rural vocational education policysince the reform and opening-up by making analysis of the rural vocational educationpolicies and its different influential factors in each period: give consideration to bothsocial needs and individual demands, pay attention to the integration of scale andquality, persue the diversity of value orientation.On the basis of the analysis of these characteristics, the paper will attain someguidance from the contemporary rural vocational education policy change: First,perfect the supporting policies of rural vocational education, and enhance thepertinence of policy; Second, attach importance to the legalization of the vocationaleducation policies in rural areas, guarantee the authority of the policies; Third, Payattention to individual demands in the vocational education in rural areas, andmanifest the equity of the policies.
