The construct of network platform based on learning organization conform to the requirement of teachers’ professional development with the help of information echnology tools. However, in the process of building network platform based on learning organization the platform structures eventually become a mere formality because of same reasons. And here are the reasons:the influence of traditional ideas, lack of scientific management theory, the platform structures exist many unreasonable factors, teachers’ enthusiasm of participation can’t drive for a long time. The formalized platform structure lead to some phenomenon such as the teachers in the process of interactive learning effectiveness is not strong, learning is not scientific, self development measures are single. In view of the above, this paper aims to combine the characteristics of research learning organization platform with development situation to build a scientific learning organization based on network environment also known as research platform model. Author’s method is the promotion of teachers’ professional development. The author from the perspective of micro and macro to do research Firstly, through social network analysis method, case method and literature research on research platform for interactive level analysis. Secondly, summarize the present situation of teacher using the platform for teaching. Thirdly, analyze the reason and find the factors influencing the teachers make use of the platform. Fourthly, build interactive strategy model. Fifthly, find relevant solving strategies to raise the enthusiasm of teachers to participate organization. Finally, author construct a website named as Jinjiang education virtual community on the basis of learning ecology and "The fifth discipline" theory. The paper takes primary school Chinese educational research group for example to verify my research. My website has many features:first, web modules are ecology interact. Second, web form special subject lessons resources including material, lesson plans, courseware bank, question bank and knowledge base. Third, it realizes barrier-free implementation region resource sharing and dynamic generation of high quality resources. Fourth, website improves the efficiency of teachers’ lessons, teachers’ reflection ability and the team’s ability to learn. Finally, Jinjiang group subject education virtual community interaction analysis, verify that the site has realized the depth of interaction and fully arouse the enthusiasm of the teachers use and other issues.
