Research backgroundsAlong with the development of China’s popularization of higher education from the elite to the public, the safeguard and improvement of the teaching quality received more and more attention. In2007, our government launched the "Undergraduate Teaching Quality and Teaching Reform in Institution of Higher Learning Project"(Quality Project). In the project, the development of the education team is of highly importance. It is also regarded as a new initiatives and one of the key construction projects to ensure and improve the abilities of teachers and the teaching quality in higher education school. Therefore, many researchers in education field are working on this project. In2009, the education team of otolaryngology in Shanxi Medical University applied successfully for the national innovation team and began researching on the project.Considering the practical requirement of the construction and management in Chinese colleges and universities teaching team, we must set up a scientific evaluation involved of an incentive mechanism in order to meet senior team members’ individual needs and promote the realization of the self value, which can also arouse the enthusiasm of team members and give full play to their potential according to the Maslow’s hierarchy of needs theory. The royal ofsted has published a report "school quality, assessment and evaluation" in1985, which proposed a new teaching evaluation system, named developing teacher evaluation system. Developmental teacher evaluation system,"professional developmental teacher evaluation system" or "professional development model",originated in Britain in the1980s, when it was standed for a system named PRP (Performance Relate Pay), which separated the performance and the rewards and punishment of teachers. Studies have turned out that Developmental teaching evaluation model is a kind of heuristic evaluation, which can promote teachers’ constantly improvement of themselves and facilitate their long-term development.In China, most higher education schools are using traditional evaluation models based on result and competition to assess the behavior of the teachers. Research shows that the developing teacher evaluation mode is a conductive evaluation method, which can promote the teachers to improve themselves constantly and it is conducive to the long-term development of teachers. We should pay more attention and do more researches on the developing evaluation system so that we can apply it better in the development of the education team.Research purposesBuilding the developmental teaching evaluation system in college teaching team preliminarily, which is helpful to eliminate adverse competition among teachers and boost the enthusiasm of the teaching team and motivate the team members of the inner potential, realization of teachers through sincere cooperation, which is helpful to establish a long-term effective mechanism of teaching team development and teachers’ growth.Research methodsThe study draw up the initial questionnaire for experts’ consultation by the Delphi method on the basis of literature review and questionnaire survey, which was distributed to20experts in six different provinces in the country engaged in clinical teaching, teaching management, teaching and research. According to experts’ opinions, we could preliminary establish the developmental teaching evaluation index system in college teaching team, using the analytic hierarchy process (AHP) to determine the index weight and consistency index CI inspection whether the weight coefficient of logical calculation.Research resentmentsAccording to the selection criteria, the importance of each evaluation index assignment mean was larger than3.5, full marks were larger than0.20, coefficient of variation was lower than0.25. Taking experts’ opinion into account to modify and perfect the evaluation index entries, it has determined the teaching team in colleges and universities developmental teaching evaluation index system preliminarily. The system involves teachers’basic quality, responsibility, members, dedication to the team’s growth and development, performance evaluation index of5class,23secondary indicators.Research conclusionThe thesis has made a deep thought for related information of the developmental teacher evaluation system based on the master teacher evaluation related theory and a large number of domestic and foreign research on it. The thesis also analyzed the university teachers’ understanding of the current teacher evaluation system and their attitudes, exploratory in otolaryngology head and neck surgery teaching in our school team to implement the idea of developmental teacher evaluation system, and initially established the developmental teachers evaluation index in the otolaryngology head and neck surgery teaching team. This evaluation system can also be used in the national college teaching team, in order to achieve further argument. This study remains to be further in-depth empirical aspect in the future, I will continue to research more rigorous theory in-depth, more in-depth research practice, and constantly improve to modify in the subsequent empirical research process. Only in that way it can maximize its effect.
