The College Dining food, as the logistics service security system is an important component, is the foundation and guarantee for normally running in the teaching and scientific research of colleges and universities. Among them, purchasing food, as the catering management an important part, play a very important role on food safety, cost control and economic benefit. Especially with the market price increases, the raw material procurement cost in university catering cost the proportion step by step, how to effectively guarantee the purchase of raw material quality, control purchasing cost, improve purchasing efficiency, deal with procurement risk, become an important content in the food purchasing management.Because of the food purchasing is made by bidding forms every time, and its purchasing management process is involved in purchasing organization, purchasing plan and control, supplier management, procurement risk control, etc. The process is formed a chain structure, Therefore, we view the every time food purchasing work as a project, combine supply chain management with a integrated management thought with project management thought, through analyzing the component elements of the food supply chain and related risk factors, can effectively integrate resources, control purchasing cost and purchasing quality and reduce the risk of purchase, so finally gain efficiency and benefits, and achieve a win-win and win-win situation. Therefore, this research of the thesis is a theoretical and practical significance.In this thesis, based on the development of international project procurement management, risk management theory and supply chain management theory, the project management, project risk management, procurement management related theory, supply chain management theory, as well as the structure of the supply chain of Y university, we analyze the possible risks, and use the project risk management theory to the dinning purchase process in risk control, puts forward the specific strategies.In this thesis, we made a beneficial attempt on how to integrate and optimize the food supply chain and control purchasing risk in the actual purchase process by combination of project management theory.The results of this study can promote food purchasing management by more scientific and efficiently simultaneously.
