In the contemporary word,international rules are playing a more and moreimportant role,as a major factor forming countries’identities and affectingcountries’ actions.The study in rules is becoming one important field ofinternational relations theories,which provides a brand new view for us toanalyze and study international issues and make up the study methods oftraditional theories.Life-long learning has a long history inChina.However,it didn’t get broad recognition and spread in China.Withrelation between China and UNESCO constantly went deeper,China began toadvocate life-long learning,under the instructions of UNESCO.Thisarticle,through analyzing the process of UNESCO helping China developlife-long learning,further analyses UNESCO’s role and China’snationalization regime during this process,with the help of internationalrules theories studies from scholars home and abroad,especially the rulenationalization theories.It will be of somewhat realistic guidingsignificance for China to actively interact with international system andknow,recognize and nationalize international rules.
