Since the second half of the twentieth Century, mankind has entered theera of knowledge and economy. With the rapid development of science and technology,talent has become the decisive force for economic and social development. The party andthe government have always attached great importance to talent, especially since thereform and opening up, putting forward a series of strengthening and improving thepersonnel policies and measures and achieving remarkable development in talent. Onthe threshold of a new century and with Comrade Hu Jintao as general secretary of thecentral collective leadership, the Party sizes the situation, sweeps down irresistibly froma commanding height and proposes to establish and implement the scientific concept oftalent, carrying out the strategy of reinvigorating China through human resourcedevelopment, taking the concept of talent into the study on the philosophy ofdevelopment, revealing the inner link between the scientific outlook on development andscientific talent view, analyzing the problems and its causes in current talent system andexploring ways to construct the scientific view of talents, which will in return to enrichthe Marx’s social development theory and implement the scientific outlook ondevelopment, giving the theoretical and practical support to the modernization of china.This thesis, first of all, defines the concepts of talent, the view of talent and thescientific view of talent, analyzing the dialectical relation between scientific outlook oftalent and development and believing that the above mentioned two sides share the sameessence, value and consistence. The scientific view is the important part of scientificdevelopment and the deepening of Marxism in China. Based on the above mentionedanalysis, this thesis aims to discuss following incorrect views of talent existing in China,namely, education (professional titles),“official standard”, perfect talent and elite,pointing out the problems existing in the evaluation system, the devoid of the belief,getting off from the chain of narrow understanding and rooting out the remaining badinfluence. To overcome the incorrect tendency in talent policy and build up the scientificoutlook of talent, we should stick to the people-orient, the integrity of virtue and ability.Based on the above mentioned analysis, this thesis aims to discuss followingincorrect views of talent existing in China, namely, education (professional titles),“official standard”, perfect talent and elite, pointing out the problems existing in theevaluation system, the devoid of the belief, getting off from the chain of narrowunderstanding and rooting out the remaining bad influence. To overcome the incorrecttendency in talent policy and build up the scientific outlook of talent, we should stick tothe people-orient, the integrity of virtue and ability, giving priority to the cultivation oftalents. Furthermore, highly efficient leadership system with emphasis on talent shouldbe established. The view of providing opportunity of development for all the peopleshould be set up, creating scientific evaluation and identification system of talent.Construction of scientific talent view, service concept, flexible and pragmatic talentstraining mechanism, appointing mechanism of openness to personnel selection,construction of scientific selection and talent for unbounded ideas should be established.At the same time, a more flexible system of talent selection should also be set up andmore attention should be paid to talent. Last but not least, the overall mechanism ofreward and punishment and service safeguard mechanism should be established to openup a distinguishing prospect with Chinese characteristics.
