Vocational qualification certificates are designed in accordance with the national vocational classification and the qualifications. Examination and appraisal organizations identified by the government which would assess and evaluate the level of skill or professional qualification objective impartial and scientific. Then the appraisal can qualified to grant a national vocational qualification certificate. It is a professional access system of national regulations on industry practitioners。 It is also an important part of the employment system, a special form of national examination system.Since the October1986, The National Council for Vocational Qualifications was formally established on behalf of the British Government in charge of implementation of the National Vocational Qualification Certificates System in the country, followed by the establishment of new General National Vocational Qualification try to change the concept of vocational qualifications from specialized positions in education and training expanded higher levels, which means all of the young people have opportunities to accept considerable basic vocational education. The national vocational qualification certificate system seen quality as a life due to its excellent operating system and high quality of the certificate makes it gradually become a model for vocational qualification certificates system in the world.View of the various present, China is in the early stages of implementation by the vocational qualification certificates system, still there are many shortcomings to be improved. This paper which the vocational qualification certificates system in the United Kingdom, focusing on theory arranged on the national system for vocational education of the level of utility analysis, the practice of vocational education system inspection and found that the constituent elements of the national system of vocational education, and examine its operation mode and implementation results, analyze the corresponding policies and measures taken by the United Kingdom to improve the national system of vocational education in China undoubtedly has a theoretical guiding significance for reference and Practice. At the same time, parse through the system for vocational education system in the UK within the pattern of a mature "civil society" in the context of British industrial policy, social structure, and historical and cultural tradition of vocational education in China, some specific aspects, such as Engineering of the cooperation with enterprises, combined with the carrier, industrial and education interests of all parties of the game, industry associations (in particular representatives of employers’ organizations), function and role of the field of vocational education dual qualified teacher building improvements and improvements have direct practical application value.This paper contains five parts.Chapter one which is the foreword part summarized the cause of this paper, the present situation of the research, the research goal and the value, and carried on the related concepts.Chapter two is focus on the details of the vocational qualification certificate system in the United Kingdom, introduced the background, history, developments, and the functional role of the vocational qualification certificate system.Chapter three is focus on the overall analysis of UK qualifications market supply and demand situation, compared to academic qualifications market, showing a specific vocational qualification certificate status of implementation, and specific analysis of the influencing factors affect qualifications choice preference.Chapter four expounds the specific composition of the national vocational qualification certificate system elements, including the organization and management system, vocational qualifications criteria system, the examination and assessment system, and quality supervision system, and summarizes the results achieved during operation and inadequate.Chapter five summarized the relevant experience of the vocational qualification certificate system, combined with the development of our country at this stage, analyze the problems in practice, and propose appropriate recommendations for improvement.
