With the reform and opening up, the Ruyi Development Zone Administrative Committee, being a government part, revealed its outstanding contribution in the economic sphere, and the issues of social management and institution also highlights. How to go on the reform, how to make the development quicker and better, what means had been taken to retain talent, motivation of the existing personnel’s work enthusiasm, how to realize the second pioneering work in the development zone, are the problems. We start with an institutional approach, every wage, salary and reward system to reform. The system will make employees and the development of development zone achieve a win-win situation. In this context, I found the problem and proposed the reform of salary system through long-term work experience, exploration, thinking and survey.Through the elaboration of the concept about salary and the total compensation, from the pay system concept, structure, function, effect and design, combined with the status of Ruyi Development Zone, one makes a concrete analysis and puts forward the Ideas for reform and how to operate and manage. Through the study the total compensation system of Development Zone, the key is to a most suitable salary system for the development zone. The views and recommendations of the deepening development of the development zone are presented.
