Research On Issue Of Poverty Allievation And Development Of Cooperation Among Local Governments In The Stony Desertification Area Of Yunnan, Guangxi And Guizhou

Poverty is an integrated phenomenon resulting from the lack of social material and spiritual life. Meanwhile, it is the result of uneven development of economic, political, social, cultural and other factors. The stony desertification areas in Yunnan, Guangxi and Guizhou have the characteristics of remote location, environmental degradation, the density and vast distribution of poverty population, cultural and educational backwardness and so on. The poverty becomes a serious issue in the areas. The poverty of these areas basically derives from many factors intertwined and mutually constrained. Therefore, the issues to be solved by governments in the process of carrying out poverty reduction policy are complex. It is prevalent that the function of economic growth is not strong, the conventional poverty policies cannot make sense, and the time span of poverty alleviation is long. It is concluded from the practice that to construct new cooperation system and operation mode is urgently needed to solve the problem of poverty in certain area, it is inefficient to carry out policies without cooperation among local governments. Therefore, it enjoys theoretical meaning as well as practical value that carrying out the research on poverty issue and measures of stony desertification area in Yunnan, Guangxi and Guizhou in the view of cooperation among local governments.Based on the related theory of poverty alleviation and local government cooperation, and with the methods of literature analysis, quantity and quality analysis, systematical analysis and so on, this thesis aims to analyze the present situation, basis situation and problem analysis of poverty alleviation and development in Yunnan, Guangxi and Guizhou stony desertification area, above of them, the article puts forward strategic priorities and cooperation suggestions of local governments in the stony desertification area.The thesis is mainly divided into six parts:the first part is the introduction, which is about the background, significance, methods, objects and scope of the research. It is also argued that it is necessary and urgent to carry out poverty alleviation based on the cooperation among local governments. The second part defines the main concepts, presents the related theories about poverty alleviation based on the cooperation among local governments, which provides the theoretical basis for the local government cooperation poverty alleviation. The third part introduces the real situation and basic situation of this area. The fourth part illustrates the problem analysis of stony desertifation based on the cooperation among local governments in the poverty alleviation of this area. The fifth part puts forwards strategic priorities as well as suggestions of overall poverty alleviation and local government cooperation. The sixth part is the conclusion, which concludes the whole thesis and the outlook for the further research.
