Our policy financial institutions arises from China’s economic restructuring process, it is the result of the entire financial system reforming. The three policy banks is established since20years ago, The legal documents is followed only by "State Council on the financial system," but this time the construction of China’s market economy has made remarkable achievements in economic development, financial policy is no longer confined to the banking sector in order to meet requirements, while the operating environment policy financial institutions have changed a lot, and legal documents in accordance with the policy of financial institutions is not only low-level operated, and many are still in the absence of the basic system status, it is not adapted to the current economic situation. The policy of financial law and policy for all types of financial institutions legislation is needed to be introduced.
