Research On Legal Issues Of Urban Management And Comprehensive Enforcement

In essence, urban management issues are derivative problem which are brought about in the rapid social transition period and the development of urbanization. The complexity and diversity of urban management makes collision and conflict among the substance interests of different interests’ subjects. With the burst of multi-contradictions, urban management not only exposes many problems to be solved urgently, but also requires that we should go deeper thinking and study them, and based on which to analyze this problem, in order to find the corresponding measures. Only by suiting the methods to the situation can we make breakthrough from the contemporary dilemma of urban management.So far, since we have not introduced the unified national legislations of urban management, the legislative origins of the statutes can be traced back to general statute provisions of Article16,"Administrative Punishment Law." For this reason, this paper analyzes the theory and practice of urban management system, learn the experience of several national key cities which do better in urban management and foreign examples,and a comprehensive exposition of the relevant law enforcement in the field of new ideas and conduct the paper with the skeleton of " to find the problem, analyze solve problems, In the article style, this paper studies urban management functions of generation, development and enforcement barriers in reality from a jurisprudence perspective. By comparison studies of the status of law enforcement in different places and different countries and introduce of empirical research methods to analyze and sociology of law, this thesis, by gradually cutting from the administration of public management perspective, going deep thinking of the cause, analyzes how to properly link up the relations between the public demand and the system management. This thesis argues with many personal views, however, the author hopes to provide a reference value point for our country about urban management and government reform.
