The Research Of The Problem And The Countermeasures In The Operating Of Charitable Organizations In Changsha

With the ceaseless development of system reform in social, political and economic, Chinese social transition speed is also being accelerated. Government in social management process needs to face problems being emerging. The public demand for public products and welfare is increasing, which cannot be satisfied solely by the the government. In such a social environment, the charity organizations have developed. Due to the "government failure" and "market failure", the appearance of charity organizations as the third sector is necessary. However, our country is in socialism primary stage, in which the basic national conditions makes charity organization’s operation and development face many problems and difficulties.Based on theoretical analysis, the paper points out the problems existing in internal and external operation of Changsha charity organization through empirical study. In Changsha charity organization’s internal operation, there exist dual problems in the aspect of material capital and human capital operation. In the external aspect, legal policy, the government and other social organizations affect the development of charity organization. Combining Changsha city’s actual condition with these problems and restricting factors, the paper analyzes the cause.In reference to the experience of foreign charity organization’s operation and management, and combined China’s national conditions with the basic situation of Changsha city, the author puts forward policy suggestions for Changsha charity organization’s development. First, strengthen charitable organization’s self-development ability; second, optimize the charity organization’s operation and development of legal policy environment; third, correctly deal with the status and function of government playing in charitable organizations’development process; fourth, establish the market concept and use the market operation mechanism.
