| Shanghai has entered into the aging society since1979with rapid speed,especially in recent years. Therefore, in order to protect local senior citizens late life,Shanghai government established and improved the old-age service system includinghome care, community support for the elderly and institution for old-age care.Additionally, home-care system was widely accepted by elder people for its ownadvantages. Therefore, Community Health Service (CHS) plays an important role inproviding support to all residents, especially the elder people in the community andensure their healthy late life. Resources are limited in comparison with the unlimiteddemand from people. Therefore, it is significant to allocate CHS recourse in order tooffer equal, efficient, and satisfying health service in community.Based on statistic data from2000to2011, quantity analyzing methods were used,including Lorenz curve, Gini coefficient and DEA; and an evaluation of the currentCHS recourse allocation in Shanghai can be made. Combined with a social research,which was applied to get the satisfiction evaluation from the senior citizens, thecurrent situation and problems existing in the CHS resource allocation can be drawn.By utilizing mathematic methods like weighted average combination forecast modelto forecast future CHS resource demand. Based on the Structure-Function theory andSystematic theory, an ideal model was established to find a suitable way to allocateCHS resources and meet the demand of the home care elders.Conclusions are: firstly, CHS resource allocation in Shanghai is generally equal with its high utilizing efficiency and high satisfiction. However, the structure of theresource allocation needs to be improved. Secondly, based on statistics, more attentionneeds to be placed on enlarge HR, building more CHS institutions and setting morebeds and more financial support. Thirdly, directed by Structure-function theories andsystem theories, emphases need to be placed on HR flowing, encouragement andquality improving; as for material resources, making full use of them are significantrather than wasting; encourage social forces to join in establishing CHS informationsystem can be helpful and realize health management in communityThe innovation of the paper lies in: when evaluating current CHS resourceallocation’s situation, the objective and subjective methods were combining used inorder to find an overall description of CHS resource allocation in Shanghai.Additionally, by combining with quantitative and qualitative methods, raisedsuggestions to improve CHS resource allocation in Shanghai which can meet homecare elder people’s demands. |
