"District Manage Communities Directly": Research Of Community Manaement System Innovation

The change of the structure transformation and the system transformation in ournation causes the innovative era of the social management. In such a circumstance, thecities in our country face more outstanding, special and complex social issues.Employment pressure, the burden of social security, vulnerable groups gathering,outstanding problem of social construction and social instabilities and some otherissues make a series of social issues concentrated and broke out in the community level.The study of urban community management system innovation，not only solves theproblems of community building but also promotes social transformation for the citiesin the background of the finishing facilities era and the innovative era of socialmanagement.This paper, taking the social management system of Xi’an District, Liaoyuan City,Jilin Province as the case, analyzes, summarizes and expounds for the communitymanagement system innovation of cities. This article explores the relationship betweenCommunity development dilemma and communities management system innovation inthe new era. Then, it introduces the community management innovation of Xi’an District--“District manage communities directly”,describing the mode of the organic combination of multiple co-government andparticipatory governance in detail, not only solve the problem that how the governmentgive rights to the society and return rights to society, but also solve the problem thathow the community residents receive and use their rights. What’s more, it tells theeffectiveness of the community management system innovation. It introduces the effectfrom the view of government management, community management and publicservice, community resource distribution, community cadres and community residents.At last,it analyzes the disadvantages of this system revolution and offers some policyadvice for improvement in further deep revolution which aims to make the communitymanagement system revolution possible in Liaoyuan City and provides lessons forother cities.
