Every60seconds, a person died as a consequence of armed violence. However, the mechanics of the International arms trade in the present fueled the conflict. The growth of amount of arms and the disorderly trade result in all kinds of social problems. In this kind of situation, a universally applicable treaty which regulates the world arms trade appeared. It’s important that whether China will join the treaty because now China is playing an important role in the arms trading market in the world.In addition to the introduction and conclusion, the article is divided into four major sections. Using comparative analysis and literature research methods, the author analyzes the treaty and concludes that China should join the treaty, and then makes some recommendations on China’s practice of arms trade.The first part is about outline of ATT. This section briefly describes the concepts, the situation of arms trade and the flaws in the legal system about arms trade in the world. On this basis, the author concludes that the world needs ATT. And then analyzes the treaty.The second part is about the main content of ATT. The treaty is divided into four parts:the object and purpose of the treaty; the substantive provisions of the treaty; the procedural provisions of the treaty; the provisions about itself.The third part is about non-state actors. China didn’t join the treaty because it doesn’t prohibit countries from trading with non-state actors. The author analyzes the reason and makes some recommendations about this.The last part is about the feasibility of ratification. The author first analyzes the arms trade in China and then concludes that it’s beneficial for China to join the treaty. And then the author analyzes the changes in China’s attitude towards ATT. The last section mainly discusses the national regimes of arms trade in China and then provides some recommendations on China’s legal system of arms trade.
