| Improving government working efficiency and transforming government functions are the objective requirement for social informatization and economic globalization. As the key project of informatization project construction, e-government is much better than traditional government at information processing, government-civilian interaction, government service and so on. E-government can promote the exchange between our society and government omni-directionally, so as to make our government apparatus become a highly efficient, well-coordinated and standardized administrative system. Thus, e-government performance evaluation in our country must be promoted without delay. However, the development of e-government in China is still in its infancy. And currently e-government is not optimistic because it has the characters of high risk and high rate of failure.This paper discusses e-government establishment and empirical study by guiding with new public service theory and polycentric governance theory. It is mainly based on service-oriented government point of view and uses the method of material analysis, case analysis and comparison analysis. By starting with the concept of e-government performance evaluation, the paper describes the theoretical basis of e-government performance evaluation, analyzes the present situation of e-government performance evaluation study and explains the main factors affecting the performance evaluation of e-government. Then it establishes a set of e-government performance evaluation system in Guangzhou by analyzing and summarizing the theoretical evaluation of e-government at home and abroad. In the end, the paper studies the empirical analysis of Guangzhou e-government performance by taking Guangzhou city as a case study.This paper studies e-government performance evaluation both at home and abroad. It discusses some practical problems by analyzing Guangzhou e-government and provides some theoretical advices for government from medium and microcosmic views. |
