With the development of social economy, information of globalization is spring up exuberantly.Information plays a decisive role both in the social economy,politics and citizen’s daily life in the information society. Which is the most important source of information in the society, the answer is the government absolutely.The relationship between government information publicity and security reflects the changes in the relationship between state power and civil rights.The disclosure system of government plays an important role in promoting the construction of democracy and legal system increasingly.This article includes four chapters focusing on the range of information publicity:The first chapter:What is the basis of the government information disclosure system?Why do the citizens have a right-to-know?Quoting the people’s sovereignty theory, the concept of service-oriented government, the theory of the right to know to explore the theoretical basis of government information disclosure system.The second chapter, summarizes the different interpretation of legal principles of "Regulations of the People’s Republic of China on the Disclosure of Government Information".Making comment on a principle, three principles, five principles.The third chapter, State the status and system model of the publication range of government information. Specifically analyzes the content and scope of the government information publicity of government information, and explore security clearance which closely related to the openness of government information.The fourth chapter, putting forward the following suggestions to perfect the government information disclosure norm system.Firstly,clearing the purpose of legislation; Secondly, taking not open as exceptions; The third is committed to the legislation of government information publicity,Fourthly, modify the "Law of the People’s Republic of China on Guarding State Secrets","Archives Law", and making adapt to the democratic, open information disclosure system.This paper use case study method,experience summary method, literature research method, empirical research comprehensively.Starting from the concept of government information disclosure exploring principles should.be followed. Analysis the present situation and problems of our government information disclosure scope,discussing how to improve the public scope the government information system in China. Draw such a conclusion--As maturing the scope of government information openness system, It should be improved from the aspects of the legislation purpose for, the government information disclosure legal position, legal norm structure.
