| H. George Frederickson is a prominent contemporary public administrative expert of the USA, and his view of Fairness and social equity is reflected in one of his masterpieces--The Spirit of Public Administration. In contrast to Traditional public administration’s ignorance of fairness, Frederickson proposes that the core value of public administration should be fairness and social equity. Frederickson disagrees with the separation of administration from politics. He presents that public administration should be closely connected with society and political issues; and administrative experts should not only concentrate on academic researches, but also promote social development.The article analyzes the view of fairness and social equity of Frederickson, which has four parts. Firstly, the article analyzes the origin of the selected topic and presents the studying situation at home and abroad. With the view of fairness and social equity of the age of ancient Greek, age of enlightenment and of A Theory of Justice of Rawls, the article analyzes the theoretical background of the view of fairness and social equity of Frederickson.
