From the perception of the existing system in our country, in order to promote on National defense and ensure the military organization structure with rational talents generation upgrades. Annual proportional retirement or transfer military officers and cadres from active military service to civilian work are crucial to national security, social stability and morale of army. In January of2001, China promulgated the "Interim Procedures for Resettled Military Officers" which is first time illuminated the way of resettling by proposing two resettlement models of Planned Distribution and Independent Selection. This method enabled a large number of resettled military cadres to find suitable jobs, thus continuingly contribute to social construction and economic development.However, things go contrary, since the beginning of21st century, the international and domestic situation changed dramatically. Including China, army organization system of many countries have carried out bold innovation and changes in order to speed up the improvement of soldier quality and refreshing of army personnel. This made the resettlement of military officers encountered with many new challenges.Hunan Province is a major source of manpower with several troops stationed. The number of resettlement personnel in Hunan remains at a high level since the beginning of the new century, which makes resettling work more difficult. The resettlement work are relevant with receiving units, including local administrative organization, enterprises and departments. They are limited by the limited background of administrative organization reforming and the government streamlining. Due to the restriction of traditional values, military officers prefer in-system units, thus making it difficult for military talents to be adaptive. The vocational counsel issued by the government management department is too monotonous and the training content is too obsolete limiting the reform of army personnel. Military officers have difficulties to applying their own advantages to get a job or doing start up business. With all the concerns above, it is urgent to find out a solution about how to understand the current situation and revise the relevant policies in time.Based on author’s working experience of supervising military severance, recruitment and retirement, this paper analyzed the current situation of resettlement, the existing problems and major causes in the army of Hunan province. Countermeasures and suggestions are concluded by the learning domestic and foreign experience. The result indicates that, with referencing domestic and overseas experience of the resettlement, improving examining methods and distribution model, strengthening guidance work and enacting independent career encouragement policy are needed to enhance policy of resettling military officers in Hunan province.
