With the great responsibility of reserving and cultivating the talents for the national economic and social development, colleges and universities are the social stage with high population density, dynamic concepts and crash of the thoughts.Many high-qualified and creative personnel are attracted here. Those common characteristics of college students determine that colleges and universities are not only places filled with talents, but also places that are sensitive to social events which furthermore may become bombshells involved by the students.From perspectives of ideological and political education and based on the contemporary public emergency, this article explores the effectiveness of ideological and political education reacting to public events with the methods of references, comparative research, comprehensive research analysis, the combination of theoretical research and empirical research, case study and the model deduction.The paper includes five parts. The first part emphasizes the significance on reality and theory, and exhibits the related literature review in the world, outline and contents of the thesis. At last, it shows the innovation of the thesis.The second part focuses on the model formulation of reacting to public emergencies, and emphasizes the intention and ideas of constructing this model formulation.The third part mainly analyzes the general changing process of college students’ thoughts in the public emergencies and their behaviors on the key points of the public events.The fourth part demonstrates the targets and principles of ideological and political education in the management of public emergencies.The fifth part provides the advice for enhancing the effectiveness of ideological and political education in the management of public emergencies.Universities generally focus on public emergency intervention, the basic requirements of counselors are following-up in time, faculty leaders went to the site, the principal in charge of concentrating on coordination. But fundamentally speaking, students anomie of these acts are the ideological and political education works in response to the absence of public emergencies, because the ideological and political education is "economic work and all other work lifeline",which is an important way to educate students, and it have its owe unique advantages in response to public emergency, This paper seeks through the study of this group of college students and the ideological and political education.the references of ideological and political education in the management of public emergencies.aimed at to promoting the ideological and political education in a more systematic and comprehensive and discipline constructions; Key to the right of the ideological and political education,aimed at to supply the new ideas and the newmechanisms in order to the colleges of reacting to public emergencies;aimed at to promote the development of Higher Education.and designed to protect the university coordinated, safe, orderly and efficient operation; aims to focus on the inherent laws of ideological and political education, focusing on practical value, making it fit with the reality of a discipline; aims to explore and try to establish the model formulation of reacting to public Emergencies.so how to deal with the public emergencies,which become we urgently need to address the problem.
