Career management, a key in the human resource management of an organization, is an effective mean to help individuals to make career planning and succeed in career. After scores of years, the content of career management is gradually enriched with the popularization of practice and profoundness of research. At the middle of1990s, domestic institutes and researchers started to pay attention to career management. However, the practice of career management was mostly applied in business management and the career management application in governments was relative lag behind and didn’t get deserved attention. Therefore, it’s necessary to deepen the research and discussion of career management. The main body for career management application in governments should be civil servant individuals and the main purpose is to arouse the enthusiasm of civil servant individuals for working. Due to the ignorance and insufficient research of governments, career management can be hardly integrated into the human resource management of governments, which is the main factor for the improvement of enthusiasm of civil servants. Therefore, it is of much importance to promote the career management for the non-leadership civil servants in governments.The non-leadership civil servants are selected as the main body of research in this paper with career management being research direction. In full use of related theories and combination with the career management experience both in domestic and overseas, the development status, existing problems and the chief restraining factors of career management for non-leadership civil servants in China are analyzed and summarized and the idea and countermeasures are also put forward. This thesis has put forward design thought; implement models and resolutions to the career management for the non-leadership civil servants, which aims to offer practical and theoretical help to the career management of non-leadership civil servants under the background that government is lack of career management against non-leadership civil servants. |
