Unconventional Routinization Phenomenon In Governance

With the deepening process of rural reform in China, the rural reform and development of China’s rural system has changed, the rural economy, politics, culture and other various fields demonstrates a series of new problems and contradictions, village collective disputes emerge endlessly, in order to solve the village governance in the process of all kinds of disputes, developing a long-term game and cadres with the villagers.Based on the village land expropriation funeral houses built in the M village of Y city as an case, by adopting participant observation, in-depth interviews and other research methods, according to the "dispute origin, development, upgrade, playback dispute" the basic context, in the form of a story of M village land expropriation process conducted a panoramic description of disputes happened. Through the case analysis approach, this paper argues that the current rural land disputes are the result of rural cadres and farmer’s interactive game; rural cadres in the process of land expropriation, unconventional governance tend to be increasingly routinization. Combined with the case, this paper holds that the reutilization of unconventional governance are mainly two causes:one is lack of communication between the rural cadres and villagers, especially a growing number of rural cadres is not in the office township or village, village cadres can’t grass-roots level, once produce issue form easily antagonism and difficult to communicate effectively to dissolve; Two common pressure type system in the grass-roots governance, rural cadres in processing work to accomplish the task and index as the prerequisite, ignore the villagers’opinions and demands, once dispute appears also more prefer to alleviate contradictions through irregular management way, the more intensified the conflict.Based on the above analysis comprehensively, this paper argues that to solve unconventional routinization of governance problems, the key is to improve the villagers’ political trust, including strengthens the connection between the masses and interaction, improve and perfect the grass-roots government governance and the villagers’political recognition, etc.
